In Papua New Guinea the incentive that would promote the creation and adoption of OREs is the free excess or at least low cost of the internet connection by the communication companies through the national government and that will only motivate teachers to do a lot on line as communication in this country is a real big problem which also hinders teachers to do more on the digital platform .
